What is a windrow, and why does the plow leave it across your driveway?
A windrow is the ridge of snow a municipal plow pushes to the side of the road as it clears the travel lanes. The blade has nowhere else to put that snow, so it rolls off in a continuous bank along the curb, and a section of it lands squarely across the end of your driveway.
In Ajax, the Town plows the roads, but for most households the windrow at the driveway is the homeowner's job. Why is windrow snow so much heavier than fresh snow?
Fresh snowfall is mostly air. By the time that same snow reaches the end of your driveway, it has been scraped off the road, compressed under a steel blade, and mixed with road salt, slush and grit. Compaction squeezes the air out, and the salty, wet mixture refreezes into dense, icy chunks during the freeze-thaw cycles Ajax gets all winter.
The difference is not small. Plow-compacted snow can weigh several times more per shovelful than the powder on your driveway, which is why the windrow is usually the hardest ten minutes of the whole job.

Is shovelling the windrow hard on your heart and back?
It can be. Shovelling heavy, wet snow is one of the most strenuous jobs around a house: cold air, a raised heart rate, and repeated lifting of dense loads, usually first thing in the morning when you are rushing to leave. Canadian research has linked major snowfalls to a rise in hospital admissions for heart attacks, particularly among men who shovel.
The windrow adds a second hazard. Because it is packed with road salt and slush, meltwater runs off it during the day and refreezes overnight, leaving black ice at the exact spot where you back out. Regular salting and de-icing at the end of the driveway keeps that transition zone safe underfoot.
Does the Town of Ajax clear windrows for residents?
Only for a small group. The Town of Ajax runs a paid snow removal program for qualified residents: you must be 65 or older with no one under 65 living in the home, or have a physical disability with a doctor's referral. For everyone else, the windrow is yours to clear.
Even for residents who qualify, the timing matters. The service activates for snowfalls over 5 cm and arrives roughly 24 hours after the snow stops, once the Town's roads are finished.
